THE BUILDING AND LOAN CASES. The recent decisions of Judge J as. A. Dupuy iu several Building and Loan cases are clear cut and strong, and will doubtless stand the test of appeals. One of the leading points adjudged was that all contracts for the loan of uiouey from said associations in excess of six per cent, are usurious, unless they are protected by some law of this State, or of a foreign State, under which they have been organized, and with reference to which they were entered into. The late Col. John E. Penn, in an able argument, contended that the act of 1851, under which such associations were organized in this State, had never been repealed. Judge Dupuy cites with approval the position taken by Judge Anderson in the White case, which was that under that act, the association did not lend money to its stock...

Yesterday the Democratic Convention was held in Stauuton. As i? generally known, tlie chief object of that convention was to elect delegates to the Democratic National convention, to*be held next month in Chicago. The forecast has been, that of the 1042 delegates chosen in the different counties and cities of the State, a large per cent, would attend. The State will send 24 delegates in all to Chicago?two from each congressional district, and four at large. Senator Daniel and W. A. Jones have been prompiuently spoken of as delegates at large, and they were doubtless selected.
