State Legislature Convenes. The state legislature was call ed to order, in its respective houses, at high noon, Monday last. A remarkably full attend ance at the opening is chronicled, only one senator and one repre sentative absent. By withdrawal of other candidates, Senator Bar rett was made president pro tem. of the Senate, and Garland Du pree, Speaker of the House. The Governor has sent in his message and it contains many wise and important suggestions, as fol lows: Reduction of the State tax rate from five to four mills. Reduction of the maximum parochial and municipal tax rate for all purposes to seven mills, the city of New Orleans not to be exemplted. Strengthening the law creat ing the State Board of Equaliza tion by enlarging the board's powers. Separation of the sources of State and local revenues, reliev ing real and personal property from State taxation. Taxation of public ,ervice cor porations upon their gross earn ings.
