T Mr. Biggs moved an amendment of Mr. .T.effor Bon Dnvis, tlint llio franking privilego formerly ex ercised by nl! dcpuly postmasters up to llio ycrtr 1815, bo extended to all whoso salaries do not ex ceed $200. Mr. Hopkins, chairman of tho post office com lnittoo, asked Messrs. Dnvis and IliRgs to withdraw their amendments, as tho committee in n fuw dnvs would report a bill concerning tho compensation of. deputy postmasters. Mr lliggs withdrew his amendment, and that of Mr. JJavis was rejected. Tho proviso in tho bill was thon stricken out. An item of .?i000 for tho support of tho Magnetic Telegraph between Washington and Baltimore, was moved by Mr. McKay. Tho amendment was agreed to.
