The new eonstitntlonjil amendment, which ha occupied o much time of the present Congress was dually adopted bj the Iloose on Thursday, the 25th, by the 6enate on Friday, the 2Gth, and was ratified by the Kansas Legislature on Saturday the 27th, almost unanimously. The amendment reads as follows : Be it resolved, two third of both House concurring, That the following amendment to the Constitution of the United States be submitted to the Leg islatures of the several States, and when ratified by three fourths thereof, It shall be part of said Constitution i Article 15. The right of citizens of the United States to vote shall not be denied or abridgedby the United States or by any State, on account of race, col or, or previous condition of servitude. Sec. 2.
