The Southern Mail. From Albany we leam that tho wreck of the Arpenteur sold for £11 ; <he flour part of her car- go, somewhat damaged, realised £5 ^ ton. From Bunbury we leam lhat the barque Mary, shipped 155 loads of timber j all that was ready with the exception of about Í4 loads of crooked pieces, which the master declined taking on ac- count of its stowing badly. There is atoo still re- maining a quantity of the timber left out of the former shipment from this port, which Borne cause prevents being sent away. At the Vasse, we arc happy to leam that the settlers are bestirring themselves, having formed a company amongst themselves for the exportation, of timber from that district. A correspondent assures us that there is no doubt the Vasse and Bunbury districts will, together, by the end of 1850, have 1000 loads either shipped or ready to bo shipped. Cargo shipped at Bunbury, 155 loads timber, 5,500 tre- nails, and 55 bales wool. On the 9th inst., the cutter Typo, from the out ports. Cargo-7,000 trenails, 1 bale wool, 13 ca- ses cheese, 17 kegs butter, 2 bags barley, 40 bags potatoes.

Colonial Distillation. AT a time wiien the staple article of our production-wool, is so muck reduced in price, and our present amount of pasture so limited-wliile we produce so small an amount of other articles for export, it be- hoves both the settler to turn his atten- tion to, and the Government to foster by every possible means, other sources of support. What those other sources should be, are subjects of experiment, but when one is found for which nature has fitted the couutry, every exertion should be made to develop it. Has this been done? Of all the productions which are likely to prove most lucrative and beneficial to the colonist and the colony, the vine as- sumes a prominent position. Already our vineyards amount to considerably more than 100 acres, and are constantly being increased. Local Intelligence. Mr. E. C. Souper has been appointed Sub-Re- gistrar of Births, Deaths, and Marriages for Perth. The lease of the Perth Jetty Tolls for the ensu- ing year, tendered for on Tuesday last, was ob- tained by Mr. E. Stone at the rental of £55. We are happy to hear that the contemplated reduction in the salary of Mr. Vincent will not be carried out, and that efficient officer will still receive the same salary as when Superintendent of Rottnest. We are requested to bring to the notice of the Government the state of the bridge at " Bank's hut " on King Dick's line of road, lately erected by a Government party, and which is now impas- sable from two of the planks being broken in. It is a pity that the public funds should be frittered away in such two-penny erections ; in the present instance, a few more shillings expended in laying down substantial timbers, would not only have been ultimately cheaper, but also have prevented much inconvenience during the present busy cart...

Scientific Gossip. (From the Athenaeum.) We live in an age remarkable for the efforts which are unceasingly made to ap- ply the discoveries of science to the eco- nomic purposes of life. At the present moment four striking instances are claim- ing the attention of practical men. We have the electric light threatening to cast all other kinds of illumination into sha- dow;—attempts on a large scale are mak-   ing to employ electro-magnetism as a mo- tive power;—we are promised boilers for   steam-engines which shall be inconceivably small, through the agency of drops of water in, what is called, the spheroidal state;—and by the use of chloroform, the   expense of motive power is to be reduced to something like a quarter of its present cost, or even less. ACCORDING to promise, we lay before our readers this week an abstract of the clauses of the New South "Wales Distilla- tion Bill, for which we claim the attentive perusal and consideration of our legislators. We need not remind them that the clauses are framed with reference to an existing law permitting distillation, and therefore to a machinery and officers which we do not possess ; it does not, however, appear to us ureasonable to consider, that all the re- quirements of a similar act together with itB simple precaution« against fraud, could be very efficiently carried out by the pre- sent staff of officials, without adding to their numbers. Return of the Champion." Champion Bay, Dec. 12, 1849. Sir,-In accordance with your instructions dated 6th ultimo, I started with the party proceeding to Champion Bay, with the horses required, for the proposed operations in that district. Leaving Perth on the 8th, we reached Gingin the next day, and resting for two days, again started, halting at the Moore River, Gooderably Spring, Dandaraga Spring, the Hill River, a spring near Mount Leseur, a reedy lake 10 miles north of Mount Peron, the Arrowsmith River, the Irwin for two days, and the Greenough River, and reached Champion Bay on the 22nd, where we found the Champion at anchor, having arrived two days before. WJB last; week presented to the notice of our readers, some extracts from the re- port of the Privy Council upon the new constitutions for the Australian Colonies; since then we have been kindly furnished with the Bill upon the subject laid before Parliament. "We regret to find that this is not near so liberal a measure as the report would have led us to anticipate. The power of the legislatures over the revenues of the colonies is very limited, and the control over the levying and collecting import du tius vested entirely in the Home Govern- ment, under the authority of the act, and under the control of the Commissioners of the British Treasury, by whom the salaries of the Collector and his subordinates are to be fixed, by which they will, of coui'so, be rendered practically independent of the co- lonial governments, and redress of any abuse by them of their arbitrary powers, will have to be sought in England, not in the colonies.
