Weather and Crops The following summary of reports is taken from the climate and crop bulletin of the weather bureau of the department of agriculture for the week ending Monday last : The dry weather over the northern districts from the Missouri valley eastward to New England proved exceptionally favorable for the harvesting and cultivation of crops , but was wholly unfavorable for crop growth . In the lake region , middle Atlantic States and New England . Rains are also needed , particularly for spring wheat , in western South Dakota , Montana and Washington . Some damage has resulted from excessive rains in portions of Arkansas , Missouri and Mississippi , and from local storms in Minnesota , while high winds have proved injurious to wheat in Washington . The Week Gen . Miles has moved on to Porto Rico , and the next scene in the greatest war drama of modern times will be enacted upon that beautiful and salubrious • island . It is expected that fully 3 , 500 men will be landed by the close of the present week , and thousands more will join them early in the week following . Gen . Miles is proving quite as energetic as he was in the days when he stood at the head of our Indian fighters . He has the grasp and celerity of a great commander , and we have every reason to expect early and complete victory as a result of his campaign .
