A correspondent of the Chicago Inter-Ocean writing from Omaha, the headquarters of the Union Pa ciBc operations, says the most important event in railroad exten sion, excepting only the comple tion of the new southern line to the Pacific coast, is. the grand sys tem of railroad development in Oregon and "Washington territory. Two great corporations have unit ed their efforts for this work, and already the Oregon Railway and Navigation company is pushing its lines through these provinces, and laying a net work of roads, for which the Union Pacific will pro vide an outlet east by a line to be built from Granger, a point about 150 miles east of Ogden, to Port land, Oregon. The receut decision of Judge Deady, sustaining and enforcing the state laws regulating pilotage, call up the important question of pilotage and towage as connected with the commerce of the Colum bia river. While it is true that this river possesses sufficient ad vantages to entitle it to confidence, and while it has deptlf water on the bar, and facilities for entrance said to be superior to New York harbor, so that with ordinary pre cautions and facilities its future as a seaport is assured, it is also true that we shall have in the future to cempete with San Francisco and Puget-sound, both of which are grand natural harbors. Ever since the discover' of the fraud upon Columbia river can nerymen, by the press of Cali fornia. Tin: Astokiax has been endeavering: to trace the matter to its source. We have ascertained that there were originally 8,000 cases of Mukilteo salmon sold; at least 3,000 cases not Columbia river, were disposed of before the 5,000 cases mentioned by the Grocer. The first let were shipped to Chicago direct and labelled there as Columbia river salmon. The. labels were printed in Chi cago. The next lot of 5,000 cases were purchased by the same firm, and the counterfeit labels wero put on in San Franceo. This is the lot the Grocer fell upon. "We promised further develop ments in salmon forgery and counterfeiting business. The steamer yesterday brought us full particulars. The name of the firm is J. K. Armsby & Co., 22 and 24 River street, Chicago. They have been called to account for the perpetrated fraud, and have issued a circular letter to the trade in an attempt to justify the act. The failure of the refunding bill at the last session of Congress made his po sition difficult and perplexing. He found that 8103,000,000 of the old six per cent bonds would become redeemable on the l&t of July, 1SS1, and thai no provision exist ed for their redemption. The treasury could count on a surplus of only $150,000.01)0 for the pur pose, which was not sufficient should the whole amount of bonds be presented.
