Unemployment rateis up for Hispanics The unemployment rate for workers of Hispanic origin was 9.7 percent in February, compared with 8.2 percent a year ago, the U.S. Department of Labor’s Bureau of Labor Statistics reported. The unemployment rate for black workers only (13.1 percent) and white workers (6,0 percent) reflected little ctiiange from a year ago. None of the above figures are adjusted for seasonal change. On a national basis, the bureau reported that the overall situation in February was little changed from January.

Water, power rate hikes predicted A senior official of the department of water and power last week predicted rate increases of 88 percent for power and 118 percent for water over the next ten years. William Sachau, chief financial officer for the DWP, said the first stage of the increase will be expected this year, with a water rate hike of 10 percent and a power rate increase of 6-7 percent likely to come by October. Sachau said the average monthly bill for water, which . he said was $8 currently, would be going up to $17.50 by 1090. He said the cost of power per kilowatt hour to users would' likely go up from 6 cents now to 11.25 cents in 1990; figuring the average user as 400 kilowatt hours a month, this would mean a monthly hike from $3O to $57.50. Sachau said the water rates have not been increased for three years, and the power rates haven’t gone up since a rate restructuring was approved by the council In 1978. Honor policemen for safe driving One hundred twentyseven members of the Los Angeles Police Department’s Hollenbeck Division will be honored Friday (Mar. 28) for their professional safe driving records by the Automobile Club of Southern California. Darrell Merrell, manager of the Auto Club’s local district office, will present certificates to the officers at the Hollenbeck Youth Center, 2015 E. Ist. Funding to improve courthouse supported Supervisor Ed Edelman recently secured full Board approval in urging that adequate funds be included in the County’s 1980-81 Capital Projects Budget for improvement of facilities at the East Los Angeles Courthouse, 4837 East Third Street. Edelman said that he has visited the courthouse and is disturbed by the overcrowded conditions in the public defenders’ space as well as in the jail facilities. “It is essential, despite budgetary constraints from Proposition 13 and any cuts which may come from Jarvis 11, that funds be provided in the upcomng budget to remedy these conditions as soon as possible,” Edelman said. “Our justice system is based on principles of fair treatment to protect the rights of all individuals. Census forms due to arrive Friday Must be returned April 1 Census forms are due to arrive in homes across the country on Friday, as the natioaisestimated 22 million residents are asked to count themselves for purposes of the national enumeration. The forms are to be mailed back on Tuesday, April 1, with followup visits to be made by census workers to addresses where forms are not returned. - Most residents will be asked to answer a 19-item questionaire; about one in five will ask for additional information, with 46 questions. The census bureau was still in the process of recruiting workers to process the forms this week, with testing offered at various locales. Information on test sites can be obtained by calling 4858131. Sfiys Edelman aide: County will pay justice center costs The County of Los Angeles would probably be able to pay the yearly operating costs of a Northeast Juvenile Justice Center, an aide to Supervisor Ed Edelman told Northeast Newspapers last week. Richard Lawrence said he wanted to clarify conflicting reports Which had been aired about the county cutting back on its committment of funds to the project. Seniors program approved The county and the state will join in funding a project by the East Los Angeles health task force to provide social services at home to elderly residents in the county portions of the eastside. Joining with the Board of Supervisors in funding the project' is the State Health and Welfare Agency's department of aging. The East Los Angeles Multipurpose Senior Services project will be one of eight sites within California which will provide single access to community health and social services as well as outreach to elderly persons who can receive assistance at home. Any person 75 years of age or older is eligible. In some cases, persons over 65 could also be eligible, but they must qualify for M.edi-Cal and meet one of other criteria. Interviews will be conducted by a nurse practioner, a case manager and a case aide to identify services necessary to enable elderly persons to remain, hi their homes. DA to rule on Snyder accident The district attorney’s office will decide this week whether to file charges against Councilman Arthur K. Snyder following an auto accident in Boyle Heights early Monday morning. Snyder was driving castbound on Brooklyn Ave. near Mott St, at 12:45 a.m. Monday when he rearended a car driven by Sergio Montes, 18. In a statement released by his office, Snyder said, “I called the police to the scene to prepare an accident report. I advised them that I had had some wine with dinner just previously, and voluntarily submitted to a routine breathalizer test, whereupon I was released.
