UNIMPROYED LAND YALUES Mr. Joseph Fels, an Ani'orlcan mil lionaire soap maker converted to the single Tax on Land Values, gave 100,0u0 dollars a year to the work of converting others. 10,000 dollars of this money has boon poured into Australia for many years to provide funds for the conversion of local and Parliamentary bodies, The Mel bourne group of single' taxers, whose aim is gradually to nationalise all private lands through taxation, have pursued an active campaign for twenty years, and the first 'fruit of their elffort was the Unimprbved Land Values tax passed by the Watt Government. The second step is the Act passed in December, giving Shire and Borough Counlcils the option of fixing 'the principle of ratfig land values upon the ratepayers of their Minicipaltties, The power rof in itiating the land values principle is not given to the ratepayers: it is vested in the council.
