SAWDUST ROADS. In his masterly paper on 'N.S.W. and its Roads,' read before the National Roads Congress, Mr.- R. E. Jones, Chief Engineer for National*- and Local Government Works, said : — 'On the coast, especially near Tuncurry, oyster ,.. sli ell. has. .made a goocLroad, but,. of course,.such . material is rarely procurable. Sawdust, too, has been resorted to with suct'ess, ,wliils£ it is' common to brush holes with ti-tree a'nd then cover over' with ballast or gravel.' Councillor James F. Brett, of Nanango Council (Q.) writes in reference to the above : — 'I shall be pleased to hear more about this, and if the experi ence of shire engineers .using it has been satisfac tory in every case. If so; 1 shall endeavor to have it introduced into our shire.' L.G. Engineers are invited to reply,, especially as they will favor an enterprising councillor in a State whose councillors are, generally speaking, inclined to stick to out-of-date methods.

'BUILDING'S' EDITOR. Our Editor (George A, Taylor) and Master Builder W. R. Gawne (W. Gawne & Sons) met at Honolulu recently. The former was en route to America; the other was homeward bound! Mr. Gawne, who arrived on Saturday, communicated the news this morning, adding that the Editor had sent greetings to his staff and friends of the Common Ground. Those who know George A. Taylor will not be surprised to learn that he is brintring out a daily paper aboard the boat under the appropriate title of 'The Albatross.' It boasts, with the matter, an illustration .and. of course, 'ads..' the revenue from the latter being paid, to the printer. RATING GOVERNMENT PROPERTIES. The N.S.W. Department of Public Works has been circularising the councils that it is contem plating to pay rates on Government properties in the towns and shires, such as sites for Depart mental buildings. They are willing to do either this or contribute something like an equivalent in the shape of an annual grant, and the Councils are requested to furnish particulars as to the amount that is considered fair and reasonable to pay on these properties. The hint is given not to be too high, or the au thorities may not contribute at all, so that the offer is regarded as voluntary rather than obligatory. The Minister is obviously introducing this method of contributing the State's share to the councils in lieu of the original subsidies, and it may be taken for granted that if the Treasury funds are applied in the direction indicated subsidies will eventually cease. STRIKES NOT NECESSARY. The wretched wail of the confirmed striker is that no means other than strike are available for a just and expeditious settlement cf his reasonable claims. This is disproved by the history of the Federated Engine Drivers and Firemen's Association, which has a membership of nearly 10,000 scattered over the Commonwealth. It boasts that while the Federation has been engaged for years in fighting for better industrial conditions, not a single day's work has been lost. During its history, various sections of the organi sation have been involved in strikes entered upon by other unions. But this, it is pointed out, could not have been prevented. THE SYDNEY BUILDING ACT. The draft Sydney Building Act was considered by a committee of the N.S.W. Master Builders' Association. The committee's 'recommendations:. as to alterations were principally that provision should be made for the Act to be applied to other cities and towns, and to suburbs in the metropolitan area by proclamation. That. the Height of Build ings (Limitation) Act of 1912 should be repealed and brought under the Building Act.
