In this class there have been twenty-nine changes made in postmasters since the new ad ministration. The Topeka correspondent of the Kansas City Journal says in that paper of Tuesday: Thev put up a fence bet wecu Kansas men and the towns ou th" Frisco road with a set of spikes and broken bot tles on top to keep out acy one, ex cepting him who comes through the Frisco gai'C, aud one who hail from any other place than St. Louis gets a permit to pass through. With the shame that comes from such excessive charges the agent of the Frisco, act ing under instructions, charges up the entire freight in one item, throwing a portion of the blame on the Santa l"e, concealing their own iniquitous work.
