'CONGRESSIONAL. " ' In the senate, on the 20lh, the reso lution to jitroliase the watch presented to La fayette by Gen. Washington, and to -restore it to liia heirs, was passed The senate pro ceeded with the consideration of the sundry civil appropriation bill, and the amendments of the committee were agreed to, among which was one limiting the cost of public buildings at Nanhville to 377, GOO. The second section, .boliahing the civil service commission, was stricken out by the committee, and a new sec tion reported restoring the commission, and appropriating $ 15,003 for the expenses there of, was agreed to, as w as also an amendment to repeal so much of the sundry appropriation bill for the year ending Juno 33, 1874, aa made an appropriation of 000,000 to replace worn and mutilated national bank notes. An apparatus patented by Mai tre, for the employment of steam in perling bark for tan (Jesoribed in Din gler's Journal for 1667), in regard to , which very contradictory opinions were expressed, has been tested at "Wiesbaden under supervision of the government, with the I olio win sr results : The aualitv of the leather corresponds to the amount of tannin in the bark. The variation of the amount of tannin in the bark at different eeasons of the year is too small to be regarded in tannine.
