What Selfishness has Done and Is Doing. An irrepressible selfishness has done much to hinder the expansion of enterprise and the consummation of healthy legislation iu California, and is still so operating. There is no lack of profligacy, no steady unwillingness to expend means in wild risks or for profitless extravagancies in our communities and among our statute makers ; the disposition is not so much to save, as it is to obtain and squander. Rival towns arc willing to disburse their substance, loosely and vainly in the hope to outdo oneanother ; opposing corporations are ready to lavish their means in empty show to humor their own mere vanities ; legislative bodies are willing to act in unison in expending the public money for a single piece of folly in which no particular section or town is interested ; but when any one of either is to receive benefit through the expensive establishment of any one plan for the public good, selfishness and envy intervene and obstruct the course o...

EDITOR APPEAL :—ln the Senate yesterday, Mr. Wheeler of the Committte on Internal Improvements, reported backand recommended the passage of a bill to authorize the counties of this State to become stockholders in railroad companies. This will be an acceptable measure, for it will prevent the consumption of much valuable time of the Legislature in considering special bills authorizing subscriptions by single counties to railroad stock. Every county asking for authority to make such subscriptions, heretofore, has been granted it. The Senate committee on claims reported favorably upon the ThompsonForman bill. A resolution to pay the Sergeant-at-Arms(!) and Clerk of the Capitol Committee was indefinitely postponed after some debate, in which Mr. Wheeler took occasion to say that he didn't know what any committee wanted of a Sergeant-at-Arms, unless it was to carry their umbrellas ; and that as to cle...

I'rcsij ilent of the Excelsior Ditch Company, to form a combination with the I'nion, or to i make a joint company of the whole, whereI l»v the prices of water could lie better conj trolled. Humor says that at one time the i preliminaries were satisfactorily arranged, [tut when Mr. Taylor was asked to guarantee the amount of his company's indebtedness, he refused to say what the amount was, which ended negotiations in the matter, much to the relief of the miners who are the most interested parties. Messrs. Hoover mid Simpson, the managers of the Union Water Company, have voluntarily reduced the price of water twenty per cent., which has caused great rejoicing among the boys.
