PROPOSE A LIMIT ON SCHOOL BONDS Restriction of expenditure of money derived from sale of school bonds to capital uses is proposed in a measure now before the California legislature. This bill, sponsored by the California State Chamber of Commerce as a unit of its tax reduction and governmental economy program, has been introduced because existing law Imposes no liability for diversion of bond funds to school maintenance purposes. The measure provides that, when an election is called, upon petition, such petition must be made by a majority of qualified electors instead of heads jof families as at present, -V Expenditure -af £uch funds will be limited to acquisition of land or improvements; grading or landscaping; construction of buildings and fixed structures; purchase and installation of fixed equipment; and major alterations of, or additions to, existing buildings and structures.
