The most active year of railroad building was 1872, tlie year before the panic, when the enormous quan- tity of 7.340 miles of rails were laid. Then followed the dcclinc. In 1873 we build 3,883 mik's ; in 1874,2,025 miles; in 1875 the lowest point was reached, there being only 1,561 miles built; then followed a slight revival, and the centeMiial year saw 2,460 miles built; the riots of 1877 had their effect in suspending this revival, and reducing the work of that year to 2,281 miles, and 187S saw this loss recovered and passed, and the figure reached 2,6S8 miles, the heaviest since the year ot the panic. Stephens' views on the finance question as em- bodied in a bill which is in the hands of the committee 011 Coinage, Weights and Measures. Mr. Steph- ens proposes as a relief to the strin- gent times we are now experiencing, the issuance of silver dollars, silver bullion and gold bullion bars, and silver certificates anil gold certifi- cates to an equal amount. Under his plan the holder of bullion, gold or silver, can carry it to the mint and have it stamped and get his certifi- cates therefor, which certificates would have legal tender money value. It takes no longer to stamp on a bar of silver the figures descrip- tive of its weight, and therefore val- ue, than it does to stamp a dollar, and not so long. These certificates he would make full legal tender, re- ceivable for public and private debts. By this plan no time would be con- Fumed, as now, in coining silver dol- lars. A Berlin dispatch says it is report- ed that Bismarck is willing to with- draw the bill to discipline the Reich- stag in consequence of the vehement opposition it meets from the Diets of various German states. Senator Maxey has made for the military committee h strong report favoring the purchase of the site of Fort Clark, Texas; also a bill appro- printing $50,000 for the purpose. Messrs. Dodd, Brown & Co., wholesale dry goods merchants, of St. Louis, who suspended several weeks ago, expect to resume next month, arrangements being almost peifected with their eastern creditors. A bill has been reported in the U. S. Senate appropriating $40,000 for the necessary ground and for the erection of a military post at El Paso.
