A WORLD'S COMPETITION. Federal Parliamentary Buildings. THE CONDITIONS AND JUDGES. ' The conditions and the names of the judges in connec tion with the world's competition for the design of the Federal Parliamentary Buildings at Canberra have been announced. The conditions set out that all the drawings required shall be drawn with pencil or pen, without wash or colors. Designs shall be submitted without revealing the regis tered address of the competitor or bearing any distinguish ing mark, motto, or name which could serve as a means of identification, but with a sealed opaque packet firmly attached, containing the name and address of the author or authors. The designs shall be delivered in Melbourne or to the High Commissioner of Australia, London, on or before March 31, 1915. The winning design shall become the property 01 the government. A number of prominent representatives of the medical and engineering professions, Institute of Architects, and Local Authorities interested have been clamoring for more information in regard to the sewerage scheme (comments a Queensland paper). The Sewerage Board at first took up the position that it was too late in the day for criticism, but eventually decided to meet a deputation from those who demanded more light. The meeting took place recently and the atmosphere has been somewhat cleared, the deputation acknowledging that valuable information had been obtained with which they were satisfied. Their methods in respect of a recent appointment, however, demand more serious criti cism, or would .appear-to from the statements em bodied in a letter we have received from a Queens land Local Government clerk. He writes : — 'At the beginning of the year Mr. McKeon (town clerk and engineer) resigned and the assistant clerk was appointed acting town clerk. A reserved decision was given in the Banco Court yesterday by Mr. Justice Cussen (Victoria), which involved the question of the powers of municipali ties to assess the owners of land with the cost of the construction of footpaths and roads, in connec tion with a street formation scheme (says the 'Age'). The plaintiff in the action was Francis James Leary, of Virginia Street, Newtown, Geelong, and defendant was the Geelong West Council. Plaintiff sought an injunction to prevent the defend ant council carrying out a scheme of street forma tion in connection with the Drumcondra Estate, Geelong: West, on the ground that it was too elabor ate and too expensive, and that a considerable por tion of the Avork was unnecessary. STRIKES, PENALTIES AND THE PUBLIC. The fundamental principle of arbitration is abolition of strikes. The legislature, in its wisdom, has decided that there js no necessity for a paralysis of trade and the resultant inconvenience of the people when the aggrieved section is afforded, oppor- tunity of presenting its case to arbitration. But experience has' shown that arbitration awards, like certain international treaties, are respected on the one side so long as they are deemed satisfactory.
