Here and There. The desire of women to become active participants in the war has been gratified in their .services being gladly accepted for ambu lance and nursing work. It ap pears that some wish to go even further, and if not to take their places in the firing line to at least know how to use the rifle for home defence. Perhaps they have realised through the tragic story of Belgium that the self-defence to which no woman ought to be driven may nevertheless some times be necessary. A few rifle clubs have been formed amongst women around the metropolis, and even as far as Winnipeg a woman's rifle club has lately been formed. Years ago a ladies' rifle club exis ted in Mulgrave and delightful Saturday afternoons were spent by the youth of bath sexes witnessing practice with the Francotte rifles. Sir, - When a deputation ot ratepayers interviews its repre sentatives in the Municipal Council and in a straightforward manner ventilates what is undoubtedly a grievance and injustice, a certain amount of courtesy - is to be reasonably expected. What courtesy was meted out to the petitioners at the recent deputation last Tuesday? They were dubbed "squeaIers and agitators" and one of our repre sentatives went out of his way to make a direct attack on one of the individual speakers. The fact is that the existence of a strong Pro gress Association is obnoxious to the average local councillor. Gross blunders in the past have undoubtedly been made by our council, one of which, the saddling of the ratepayers of a derelict tractr- roller, that the very councillors themselves are on the point of scrapping, is a splendid example of "business" acumen. Caulfield's Finances Surprise was expressed by the councillors at the meeting of the Caulfield council on Tuesday night, when the financial statement was submitted. It was set out that the municipal fund was overdrawn to the extent of £15,770/13/11. The special improvement charges were in debt £1404/9/7. Accounts amounting to £3952/17/7, which had been passed for payment, brought the overdraft up to £19,722. The report on the statement sub mitted by the finance committee showed that the debit balance in the municipal fund was partly caused by privat. street works having been paid out of that fund, £4000 having been disbursed since the beginning of the financial year ; also the payment of the overdraft at the end of the last financial year. The deficit on tramway extension absorbed £2338, and day labor and carting was costing £500 a month. The amount owing for private street construction and asphalting a mounted to £4838, but this was being reduced daily. The council was entitled to ...

Sir,-Permit me space in your columns to deny the statement that appeared in your last issue, viz., that the R-iilway tug-of-war team had issued a Challenge to pull the Brickworks team for 201 per man for the Patriotic Fund. This was not thought of by my team, but it has been rumored that the local Brickworks' team was going to issue a Challenge to pull the local Railway team for 20/- a man. Overdue Rates. QUESTION OF LEGAL COSTS. A matter of great importance to ratepayers was decided at the last meeting of the Moorabbin Council. It was recommended "that all accounts over 20/- against rate payers be handed to the shire solicitor for collection," and its adoption moved. Cr Brownfield moved the exci sion of this particular clause. He did not like legal costs being piled up against ratepayers. The pre sent financial difficuity was quite bad enough, but if the ratepayers were going to be penalised with costs it would make the position ten times worse. In previous years the staff had been able to issue summonses without costs to the ratepayers. He thought that this should be easily possible this year. The legal expenses of the council were constantly creeping up, which was in his opinion bad business. Cr Mills seconded the amendment. Cr White opposed it. The Caulfield Council at a recent meeting received a letter from the Gleneira road tramway league, in quiring whether the council had taken any action regarding their request that a tramway should be constructed along Gleneira road from St Kilda beach, with an ex tension to Murrumbeena. The council resolved to ask the tram ways trust to submit a report on the proposed route. At the following meeting Cr Thomson moved that a report be obtained from the trust as to the extension of the Glenhuntly road train from Grange rood, along Truganini road, Coorigil road and Murrumbeena road to Oakleigh. Cr Brookshaw seconded the motion. Cr Murphy thought that, as another road had been proposed, the council should inspect the routes before calling for a report. The Dandenong branch of the Australian Natives' Association are to be congratulated on taking the initiative in convening a public meeting to create enthusiasm in the recruiting movement. On the evening of 1st inst. the Town Hall was crowded with as enthusiastic audience; Cr Rain, J.P. (president of the shire) occupied the chair and mentioned that Dandenong and district had contributed over 100 men to the Expeditionary Forces. The occasion was notable prin cipally for the fact that Sir Wm. Irvine delivered a speech which, amidst the vast literature created by the war, stand out in bold relief as sore mountain height for clear statement of the causes of the war and Australia's vital interest therein.
