Powers of District Registrars. [Newspaper Article] — The Scrutineer and Berrima District Press — 14 December 1892

Powers of DDlstrict DSesistravs. A question has arisen as to the powers of district registrars as regards the examination of bankrupts and witnesses There are two examinations of bankrupts provided tor by the statute. The first and ordinary one is under the 18th section, which appeal s limited to tho evidence of bankrupts alone. The second or special examination is one ordered by the judge in bankruptcy, at which any person, including tho bankrupt or his wife, may be examined before district registrars. Mr. Caswell, acting district registrar, of Goulburn, having doubts as to his power of dealing with contumacious witnesses, applied for the attorney-general's opinion, which in dicates the legality of tho district registrars punishing witnesses for contempt, but only when examination is under the 30th section of the statute. It would therefore appear that a bankrupt misconducting himself before a district registrar at an examination under section 18 can only be punished by having his ...

A Bad Outlook. (To the Editor of the Scrutineer.) [Newspaper Article] — The Scrutineer and Berrima District Press — 14 December 1892

A OBiHtl GhltlooJi. (To the Editor of the Scrutineer. J Sir, — The Legislative Council may not be remarkable for eloquent power, but it is sufficiently independent for tho utterance of homo truths. During the debate on the Electoral Reform Bill one of tho members said, and very truly, that if the man who has no interest at all in tho country any more than walking about on the faco of the earth is to have tho same rights and the same power as tho man who has lived here, and has his savings in tho country, and is to have the same voting power as is proposed by the bill as a [man who has an interest in the country, then I say it is a very bad outlook for tho country and its advancement cannot possibly depend upon the man who is floating about and may be here to day and in some other part of tho world to morrow. Are these tho people you want to make laws for us 1 Once you get a wandering irresponsible class to rule the country it means its down fall. There is much of indisputable truth ...

Church wo inadvertently omitted to mention that Mr. Blencowo gave the recitation 'On the lino' in first rate manner, and Mr. Fred Breakwell gave ' The Grass Widower,' and 'I owe ten shillings to O'Grady ' in that gentleman's inimitable style. The Bowral Council (says the Free Tress) was very orderly at the special meeting on Thursday evening, and therefore got through a lot of business in a little over half-an-hour.
