This month the Mexican Govern ment assumes charge of all the mints in the countiys and hereafter will coin all the money put into circula tion. Under the former arrangement, private individuals did the coining and the government guaranteed to Jbem the entire bullion product of the country. The cyclones down in Arkansas seem to have a seneof humor. Last week's cyclone struck R. The Democracy of Arizona and oth r Territories were rebuked by the action of the recent Democratic Na tional Convention by its adoption of the platform of 1SS4 as President Cleveland Interpreted it, which ef fectually sheWed the Territorial de mand that "Federal officers for tho Territories should be restricted to cit izens previously residents therein." Mr. Cleveland ignored that plank of the platform of 1881, and decided that there -was no limit or restriction to his authority. The epilogue to Cato, "No pent-up Utica contracts your powers," recurred to him and he acted upon that conviction. And now the con vention of 1833 affirms bis understand ing of the restriction to. the .appoint ment of citizens of the .Territory as a mere lapsus lingua?, and shakes Utica, and the plank in the platform that' confines his selections "to citizens of the Tcrnto'cs previously resident...
