Oklahoma State And Her New Constitution. HE newest thing in constitu tions is the instrument adopted by the late constitutional con vention of the proposed state of Oklahoma. In view of the political controversy over the question of its ap proval by the president it bids fair to become a much discussed document. , The friends of the new constitution declare it to be the best ever drafted by the people of any state. Its critics oppose some of its provisions, and in Republican quarters the claim has been made that it was so drawn as virtually to nullify important darts of the state hood enabling act passed by the last congress. It is also said that in the division of the state into legislative and congressional districts so much advantage has been given to the Den. ocrats as to make it impossible for any other than that party to control the state.
