In hi . au >campaign speeches he denounced trte law exempting Government bonds from taxation as oppressive to the poor, and stated that he had held ?30,000 in Ci'over' nment bonds ^ in his .¦s afe for a number of years without cost t. -y; »ini. • It was subsequently ascertained that ho had not accounted for the interest received on them in his " income returns and: had sworn, in making thoae returns , that ho had no taxable income. Tbe requirements of this act havo not been generally performed, but If the Justices of tbe Peace would try and make thoir returns u prescribed by the Aoi of Aisembly, mttoh ; delay of the Courts and vexation of parties would be prevented. Slavery was from the first the creature of vioi lence and fraud, liable at any moment to be swept away when ;the true principles of justice gained ascendancy, and this.factseems to have;been, practically recognized by the framers of the National Constitution in their careful avoidance of the words slave or slavery in passages, referring to an enslaved race.
