Railroad tracks were washed out at Manitowoc and all trains are reported as being abandoned . New Orleans , March 23 . —With all the Louisiana levees on the main stream holding , the river continued to rise slowly here Monday , the gauge registering 20 . 1 , a rise of a tenth in 24 hours . If the present rate of rise continues , the weather bureau s prediction of 21 will be realized . The temporary levees that have been built along the Commercial front are now high enough to stand this maximum , and considerably more . No news of fresh crevassea reached here Monday .
