Secretary Richardson has asked Congress to re-lar store the dutj on tee and coffee, the taxes on the receipts of railroad and express companies, and if necessary the •temp tax. It must be confessed that this is not an encouraging showing. The serious duty rests with Congress of providing a remedy for this con dition of affairs.
