A morning paper is dependent for it3 success, and very largely, on the prompt ness of the mail service. The -wheels of crovernment are vet cuaeed to the rait of the stage coach, and her department offi cials are the creatures of red tape and pre cedent rather than of common sense. It is impossible for them to understand or coni- .prcheyd that a town in the west may with in a single year double its population, there fore be entitled to have its dublic service doubled. Every two years the poslofiicc makes an adjustment of salaries and ser vice, when the chances are that withm two or three months the Kansas postoflice has grown away beyond the demand made at the time of the adjustment, so for months and years the service must be run under a sweat and strain.
