In the Senate Monday, Mr. Flanagan introduced a bill to prevent lynching, which, he said, was strictly in accordance with the recommendations made by the governor in the latter's message.The bill provides that whenever a lynching occurs in any county, city or town, it shall be the duty of the supervisors or the council of the city or town, as the case may be, to lay a levy of $300 for each one thousand inhabitants, which is to be collected as other county taxes are collected, and the proceeds to be paid to the public treasury bythe treasurer of the county as these taxes aie paid thereon.
