ALTA CALIFORNIA. ELECTION RETURNS The returns of the first general election for the State of California cone in very slowly. The vote throughout the State has been very meagre; a fact to be accounted for in part by the rains which occurred just before and on the day of election. It is a matter of deep regret that the vote should have been so small, as it was confidently looked to as an exponent of the population of the country. In this view the failure of the voters to come out is likely to do injustice to an important and really great State. From present appearances the total vote will not exceed 15,000 - a number that certainly does not comprise more than one-third of the voters in the commonwealth. We subjoin what returns we have received up to the time of our outside going to press, and refer our readers to the inside for the recapitulation and more complete advices. SACRAMENTO DISTRICT. Letter from California. The following humorous epistle is one of a series originally published in the New York Sunday Times under the head of "California in Slices." It has been in our possession several months, but having been mislaid accidentally, it only "turned up" again a few days since, and we hasten to present it to our readers, American Fork, March 1, 1849 The diggin has commenced. I can see from my shanty a movin specktikul of more'n a thousand heads -- some a bobbin up and down, and some a sea-sorring backardsand forrards, accordin as the owners is to work to till the cradles, or a rockin of the same. Two sociations have arriv since the rains with steam engines ; but the felers warnt satisfied with the work the engines done, and siad they blowed off too much wapor ; so they tied down the safety walves to keep it in ; whereupon the steam bursted everything to almighty smash, and scalded the whole bilin. J Juring the canvass which has reeantly taken place, 1 have frequently Iteurd and contradicted untrue statements of the reasons why I did not receive the nomination of the democratic party of the District of Francisco for Congress. The first of these charges is—"That T did not want the nomination—That 1 would run whether 1 had the nomination or not."
