Me has had the same opportunity for the past twelve years but just now he is being forcibly reminded that he has done wrong in not taking advantage of it. The situation all over Mexico is briefly thus: The Constitution is republican in form: the people do not enjoy the privileges of republicans but are governed merely as subjects of a monarchy. Diaz has been a dictator, from necessity but the necessity has been of his own invention. Mis ideas are militar valid his government has been disciplinic instea cl of civic. Me has done away with juries and placed judicial powers in personal representative- of hi- own: he has made governor- accountable to him and him only; the modern citizenry of Mexico resent this condition.
