Civil Organization.-- Since the declaration of peace, the establishment of a civil form of government in this Territory has been the subject of much discussion and anxious expectation among our citizens. We are not among the number however, who believe in the immediate and conclusive action of Congress upon the matter. The ground we took in a former number of this journal, we still hold to be correct,—that months, and perhaps years will elapse before the national legislature will arrive at a harmonious conclusion upon the basis of a territorial government for California. The much vexed subject of slavery—the perpetual fire-brand of dissension between the North and South—will prove an insuperable barrier to dispatch. The President has plainly stated in his late Message to Congress what was rightly apprehended before, viz. that his "power to establish or continue temporary civil governments in the conquered territory ceased on the declaration of peace." LnXvENwoßTii, Alcalde, W. S.'lClark; E P. Jones, B. Mowry, and B. R. KcckeLF.W. The minutes of the last meeting were read and approved. The committee for the selection of a burying ground and other purposes, being called upon, asked for further time; as it would bo necessary to employ a surveyor to designate the proper boundaries of the' lots. Mr Jones offered a resolution authorising himself, his future associates and assigns, to construct a wharf at the foot of Pacific street, with the privilege of using any material in the streets of the town; and tho further privilego of charging 25 cents for each package landed, and the exclusive control of the income of the wharf for twenty years.
