Perhaps Ihe crux of the problem crcatcd by the French occu pntion of the Ruhr may bo found in the announcement in to-day's cables that Fiance will not imprison the coal magnates for refusing to supply them with coal, but wi|l content herself with depriving them of their personal fortunes. 'Hie reason given is that to im prison German subjects would tend to elevate them to the status of national martyrs and strengthen in Germany national ynion and animosity against France. In effect, to produce an active and pos sibly armed resistance instead of a passive and economic one. Although to all intents Germany is militarily defunct, this at titude obviously indicates that France is fearful of stirring too deep ly the hornet's nest into which she has plunged her hands.
