MILITARY PROMOTIONS., ' A wire from Melbourne statesr-Se- veral important military promotions will bo shortly gazetted. These will include thc promotion to the Tank of colonel of several brigade command- ers who are now lieutenant-colonels, and Lieutenant - Colonel Spencer Browne, C.B., of Queensland will fig- ure amongst thc promotions. A depu- tation from thc Victorian Clerks' As- sociation waited upon thc Hon. A. Chapman to thank him for having included clerks in his regulations re- garding wages under the Spirits Ex- cise Act. It was stated to tho Minis- ter that this was the first time thc rights of clerks had been recognised, find, further, that there was great sweating in the banks, where long hours were worked for low wages, anti in the big business firms.
