Tho first three days were occupied in a debate arising out of a series of charges con tained in the petition of Mr. WILLIAM HEMMANT, formerly Colonial Treasurer of this colony. The indictment prefer red against tbe PREMIER was to the effect tbat he had been guilty of collusion and fraud in connection with the accept ance of certain tenders for the supply of rails to the Queensland Government, and for their conveyance to Queensland. It is announced that the intentions of the Government with regard to Afghan istan hare not been changed by recent events. Instructions have been sent to the Commander-in-Chief for the evacaa tion of Cabul, which are being already acted upon. A statement appears in the Times oi yesterday to the effect that the with drawal of the troops has been com menced. CONSTANTINOPLE, July 18. The Government arc continuing to mass large bodies of troops at different points. Orders have been issued to despatch a large number of men to the Dardanelles.
