Of course the people cried out for Civil Ser vice reform, but they hardly anticipated that thoir mandate vzould be in(/srpi.cted in tlio fashion adopted by the thi'ee gon tlemcn selected by the Government for this delicate and difiicult duty. It Tvaa leoognised that the duty -was delioato and diflicult ; but not by the Commissioners. They seemingly have encountered no difficulty and have been deterred by no delicacy in the slaughter of the innocents. They have not to any appreciable extent reformed the soi'vice. They have dubi ously saved the State hundreds of thou sands annually by the barbarous process of sacking many/ promoting a few, and reducing the payments to a multitude.
