The following ia the Associated Tress report of the speech of Congrcsstuun Garfield, of Ohio, on the bill relating to resumption, on Thursday last: Garfield spoke of the debate as one that had lasted in the Anglo-Saxon world for more than two centuries. Hardly any phase of it was new ; hard ly had there been propositions made on tho other side that had not been made seventy-five years ago in Eng land, and almost ono hundred years ngo in tho United Stales. So singu larly did history repent itself on ques tions of this sort. lie appealed from the ebb and flow of public opinion of to-day to tho general judgment of mankind on the question of currency. When daylight came every gun which Beauregard could bring to bear upon the new work began to rain shot and ahell, and from daylight till noon there were lively times in and about Charleston Bay. Shortly after noon Fort Sumter opened furiously, and it was feared that an attempt was about to be made by the Confederates to ad vance.
