Those of our friends who desired an expression of opinion in tho House of Representatives on the tobacco cpuestion on " bill-day," succeeded in obtaining it on Monday last, "the 2(ith inst. During the proceedings, Mr. Leach (Dem.) of North Carolina, moved to suspend the rules and »dopt a resolution declaring it to be the judgment of the House that the lax on manufactured tobacco should be a uniform lax of sixteen cents a pound. Mr. Dawes remarked that that would take $10,000,---000 out of llio treasury. Tho rules were not suspended, by 80 to (IS, less than twothirds voting in the aflirmaiive. As to the advisability of such a course, we have already expressed our views, hut since it has been pursued, wo nay extract what comfort from it we may. If there are not too many nails put in tho boards, there will bo plenty of room for tho water to find its way into tho drain." T fear after the ground became compact, aud the boards expanded or "swelled" from moisture, that water would not pass freely, if at all, into that drain.
