SDIstrict Government BSill. The -100 clause measure is onco more on tho tablo of tho Logislntivo Aiisembly, but a contemporary says is forbidden by its very ponderousncsR, and tho Into hour of its in troduction, ot any chance of enactment this session. Copies of tlio Bill arc now available for every alderman in tlie country, and it is to be hoped the various councils will devote both time and caro to tho formulation ot such amendments as their cxpcrienco may suggest. it is necessary at onco to draw attention to a few ot tho main provisions of tho Bill, which require radical alterations. In tho first placo (under Part XII) tho scale of ENDOWMENT is much less liberal than that of tho Bill as introduced by Sir Henry Parkos. It is quite true the figures are technically blanks, and do not como under the rule which prevents increases being made in committee. But this is a matter so vital to the acceptance of tho measure that it is a pity tho Government should havo erred on the side of par...
