MB. CHAIRMAN :—There are many rea sons why I appear before a Rochester audi ence with feelings of peculiar satisfaction. The second speech which I ever made in this State upon political questions was de-traditions livered here, and since that time I have twice addressed this people not upon po litical occasions, but upon subjects which have within two years cometohave an inti mate and permanent relation with political topics. Upon each of those occasions my reception here has been most friendly, and dissenting criticism has been generous in its expressions. Nor can I be unmindful of the hearty support which was given me by this county in the last Republican State Convention after the name of your distin guished fellow citizen, Gov. Armstrong,had been withdrawn. This year is what is known as the "off year" in politics. The delirium of the last presidential campaign has passed away. companies, for the territory was defunct. The State did confer this right, coupled with conditions which are binding, from the very fact that the companies have claimed the beneficial privileges. Here, then, we have in the constitution itself the very obligation which the compa nies deny. What follows? Simply the ap plication of the maxim that when a consti tutional right is granted in terms, there is also granted by implication to the State the power to make that right effectual bv legis lation. Upon this principle the power to incorporate the United States' bank was sus tained so was the power to pay the inter nal revenue laws so was the power to raise armies by conscription in the dire ex tremity of the nation so was the power to grant lands, or to expend money directly for internal improvements. There has every year been more or less talk about "foreign donated," which had no foundation, but now it appears to be based oo something substantial. A great many predict that wheat will be a dollar and a half a bushel be fore another harvest. One thing it is safe to say—that it will certainly be worth more than 80 cents a bushel, and unless debts are too pressing it is advisable to bold on for a while yet ...

In Italy there is reported a falling off in the quantity of the wheat product, both in the districts sooth nod north. The deficiency in tho orop of rye in Hungary leads to the con elusion that the exports of wheat will be withheld, with a strong probability thtt the oonntry will even have to im port.
