A special meeting of thc Cairns Muni- cipal Council was held on Tuesday last in the Council Chambers, for the purpose of dealing with certain correspondence and to hear the annual report of the Mayor for the past year. ILLEGAL VOTING. [To THE EDITOK.] Dear Sir,-I notice that at a special meeting of the Cairns Municipal Council to consider the Voters Roll for the year'1898, it was decided to make the minimum qualification the payment of 10s per year in rates. Now In the first place this is strictly illegal, and if the aldermen are allowed to do illegal actions in one direction, what in the name of all that is logical is to keep them on the straight legal road. The - law-is' there and it should be followed. If it is found to be unwork- able, then the proper thing to do is to alter the law-not1 to break it. How- ever, I do not complain so much of this, because in the present instance tile breaking of the law hurts no one. What I want to point out is this : If the man who pays 10s in- rates is to be granted a vote, then in common fairness the 1 os basis should bc taken when allotting plural votes. This has not been done, and the result is that the law has -been altered to benefit one class of ratepaye...
