SUBURBAN BUILDING. Power of Councils. The N.S.W. Full Court (the Chief Justice, Mr. Justice Pring and Mr. Justice Sly) had before it recently an application, on behalf of. Thomas Arthur Hutchinson, builder, to make absolute a rule nisi by which the council of the municipality of Enfield had 'been called upon to show cause .why a writ of mandamus should not be issued, requiring it to either approve of certain building plans, or, in the alternative, to specify the altei-ations it desired so as to secure due means of access. Hutchinson applied to the council for permission to subdivide certain land at the corner of Mitchell and Portland Streets, Enfield, into building blocks, and submitted plans showing a subdivision of four blocks, with a frontage each of .'$:)ft. and a depth of 110ft. The council refused to approve the plans, on the ground that the blocks upon which it was proposed to build did not provide sufficient means of access. THE OXFORD STREET BUILDINGS. The 'Oxford Street resumption, is causing a won derful improvement in that locality. It is a pity that the owners of the squalid business premises on - the southern side are not imbued with a like desire to rebuild. One of the noticeable structures at present being run up is the Crecy Hotel. It is being- built for Mr. Bob Frost, by Master Builder P. A. Xott. from Lindsay Thompson's plans. ft is of three storevs in Waterloo brick, built round the Structural Steel Co.'s frame work. The verandah steel, which is being erected, has been supplied by C. Fletcher. The bays have been built of concrete, with a rein forcement of Kahn bars. The partitions through out, though not made of anything quite new, are interesting. They are built of interlocking- steel fixed over wire. Powdered coke and cement com position are then affixed to the steel, and when hard ened the plaster is applied. WOOLLAHRA CONFUSED. Woollahra (N.S.W.) aldermen were a trifle con fused in regard to a point in building law recently. The question was whether additions that had no internal communication with a residence would form a separate tenement, thus making two tene ments on one allotment. Thc discussion arose from an application 'to erect four additional rooms, three 01 which would not have internal communica tion with the- existing building. The Works Com mittee of the Council recommended it. Alderman Magney, in opposing 'the application, declared that the Council had power under the designation of 'design' to reject the proposal. The recommenda tion of the Works Committee was, however, adopted.
