The U. S. lead in the“ War on Drugs” is described as a “straight-jacket policy” that inhibits policy development and experimentation. When foreign nations decide to adopt a more flexible policy they come under U. S. diplomatic pressure, despite the foreign governments’ success and support of their own people. One current example is Bolivia’s proposal to remove coca leaf chewing from sections of the 1961 U. N. Convention prohibiting all non-medicinal uses of the plant. Many nations, led by the U. S., have objected to Bolivia’s proposed amendment to the U. N. Convention despite evidence that coca leaf chewing by indigenous Bolivians produces none of the harms found in the international cocaine market, and support for the change by a wide majority of Bolivians. The“ War on Drugs” has been an abysmal failure and policies need to change immediately, according to GCDP. Although most policymakers understand the“ War on Drugs” is a failure, the drug policy debate currently suffers from inertia because political leaders do not know which direction to go next. The temptation to avoid the issue is an abdication of responsibility, according to GCDP. Each year the status quo is maintained, hundreds of billions of dollars are wasted and millions of people are locked away in cages.
