THURSDAY, OCTOBER 8th, 1868..: BOROUGH IMPROVEMENTS. ?: THE subject of Borough improvements by' means of [loans is attracting considerable attention throughout the country amongst the local bodies; it being very fairly ar gued, that works of a permanent character and likely to continue remunerative in a greater or less degree, should not be a charge upon the presentratepayers alone, but that the burden should be fairly dis tributed over a number of years, so that posterity should pay its equitable propor tion of the expenses incurred in making improvements in the benefits- of -which they are and will be,participators!The Legislature in the'purview of such a ne cessity^ have .provided a borrowing power in the Local Government Aet-of coarse necessarily under certain restrictions, to prevent the reckless abuse -of the' power of raising money.
