Further from Mexico ky Havana Papers.—Santa Anna. < The Havana papers contain the following inteligence respecting Mexican affairs i—The decree published by the Mexican Congress orders:— I 1st. That during the existing war, tbh call for resources shall be proportioned aslmay seem most just and fit, without infringing upon the goods of private individuals or cojmpanies; and that aid shall be distributed most conducive to national defence. • 2. That in making use ofthe national revenue, it shall be as far as possible apprbprrated to the uses to which it has been heretofore assigned. 3d. That measures will be adopted for the payment ofthe national debt 4th. That measures shall be taken for the better regulations and increase ofthe national revenue, and that the different departments be consulted to this effect.
