CARROLLTON COUN InL SP'ECIAL MEETING. 4 WEDNESDAY, Oct. 10th, 1860. The Council met pursuant to ad journment on the 5th inst., at 5 P. AM., this day. Present: lion. A. S. FPrth, Mayor ; Mr. Peter Stoulig, Councilmhnan elect and Messrs. C. Englernan, F. C. Zeller, George Herrlo ana F. Fischer. The Secretary stated that Mr. Stoulig had been sworn by him. A motion to appoint a committee to examine the qualifications of Mr. Stou lig was carried and the President named Messrs. Engleman, Fischer and Zeller to form the Conmmittee. Mr. Engleman in behalf of the Committee reported verbally, that they found Mr. P. Stoulig fully qualified to act as Councihnan. The Finance Coummittee submitted a Report, Resolutions and Ordinance on the subject of Oflicers and Salaries, which were read and received, and after suspending the Rules, considered and adopted Section by Section irand finally adopted as a whole after fillipn the blank in the First Resolution with the words and figures 'the 24th inst.,'...
