There is a growing controversy on, hands in relation to Berkeley and Jef-. ferson counties. Old Virginia claims1 them, and West Virginia also claims! them. It is more than likely the dis- j pute will go before Congress at the next; Hession, if not before the Supreme Court, j Wo propose briefly to state the nature; of the difficulty. Berkeley and Jeffer-j son were not included in the forty-6ight counties named by the net or congress admitting West Virginia into the Unb>n. That act however referred to the act of the 13th of May, 1862, passed by the Legislature of Virginia, which ceded forty-eight counties, unconditionally, and three counties (Berkeley, Jefferson and Frederick) conditionally, to the New State. The condition of the ces sion of those three couiities waft that they should, vat an election to be held "for the purpose." ratify the? Consti...

C AMP BELL & M'DEiBMQjr? EDITORS AND PBOPBrBTOBS. FRIDAY BOKNIHC, APBPW "? Exfebiekce shows that disease, like empire, always pursues a Westward course. All the great epidemics that have afflicted the " human race origina ted among the dense, low fed, and fil thy populations of the East, and have extended westward until checked by cli mate influences. The course of efcolera, which excites scarcely bo much alarm, or rather preparation,as it should, illus trates this law. It originated among the half-starved Workmen on the Suez Canal, who were huddled together by thousands under circumstances that would naturally engender'disease. It, has spread Westward steadily.. We hear of its being successively at Jerusa lem and Constantinople, and we may anticipate its speedy appearance in England and New York. Already the State Department has xeoeived a warn ing from 6ur Consul at Port Mahon, the first stopping place in the Mediterra nean of Eastern travel, of the appear ance of the scourge in...

CAMPBELL & M'DEKMOT, EDITORS AND PROPRIETORS. ! MONDAY MOUXI.XJ, AKilST 14. Some of the spectators declare that there was 110 occasion for the interference of the police?that the soldiers were on their way to their quarters, and were riot dis turbing anybody. Others are just as positive that they were behaving in a very disorderly manner, and that the police officers only discharged their du ties in making the arrest. CAMPBELL & M'DEEMOT, EDITORS AND PROPRIETORS. TUESDAY MORM.Mi, At'CTST 13. The Richmond Whig la now the* most seusitive and likewise the most contra dictory paper we receive from the South. It is chiefly devoted to bighfa lutin eulogies on the character of the people of Virginia, and to secreting all suspicions and imputations on their perfect trustworthiness in any matter whatsoever, especially in regard to their Union professions. We can af ford to pardon all such talk as In the nature, perhaps, of a local necessity. At the same time we remember that it proceeds from a paper lately suppressed for want of fidelity to its own Union professions. And also from a paper that publishes approvingly the follow ing article: Gen. Robert E.
