Wathington City, I'eb, 23,1819. DIVISION ORDER. In reviewing the incident* of his command the commanding general find* with regret that a practice ha; existed among officers of the army, of making public avowals of their feuds among each other in the shape of threats and personal denunciation. These acts on the one side have called for recrimlnation on thcother, and the public has been made umpire in the misunderstanding*, in which it had no interest nor knowledge. This conduct on the part of all engaged is indecorous and unmilitary.— It loosens the bonds of those who are bound to act in unison, and impair the susceptibility of reputation, which should be the soul and inherent principle-of a soldier. No man is worthy to be a leaderof American troops or the depository of the hopes of his inferior associate* who is not as free from stains on his own reputation, as from willingness to asperse that of others. Virginia Legislature. The Legislature of this state closed its proceedings on the 29. till, about S oclock in the evening after passing 339 acts 19 of which are revised bills. The remainder are principally limited to local matters. Few, very few indeed ‘can be classed under tbe' heat: of important public acts. The school bill is the only pillar which supports tiu proceedings of that august body iron tumbling lifeless to the ground. A largt portion of the session was spent upoi the revised bills; but what i» the result. One'oniy, the salary bill, goes into ellcct before January, 1819. Maria Louisa, late empress of France and nowgdutchess of Parma, has by a formal edict, forbid her aubjecta to kneel—a homage which, the justly says, is due only to GOD. She calls upon all the clergy within her dominions to make her subjects sensible of this, which hitherto, she was unable to do.
