fwntng £tate Journal SATURDAY EVENING, FEB. 17,1872. NATIONAL AGRICULTURAL CONVENTION. The Convention of Agriculturalists called by Mr. Watts, the United States Commissioner, to meet in Washington and confer with him upon topics of interest, is now in session. Considerable divergence of opinion seemed to exist as to the prcciso work to be done. An organization, however, has been made, and Dr. Loring, of Massachusetts, president elect, delivered an excellent address, an outline of which wo print to-day. No precise definition of business having been given in the circular which called tho conference, some waste of time is very likely to occur. The matter of additional land grants to the agricultural colleges, has thus far been very prominent. We are wholly opposed to any more land grants. We want the land saved for homesteads, to bo sold only in limited quantities to actual settlers. But the avails of these lands may very properly be applied in part to agricultural education. Still mor...

droning £tate Journal TUESDAY EVENING, FEB. 20, 1872. IREK DISCISSION. To the Ktlitor or the State Journal : Every farmer in the Stato owes you a vole of thanks for your persevering, energetic advocacy of a stringent dog law. As lias been said in your journal, "this matter ofthe dog equals, if it clots not surpass, in direct pecuniary results, any other question before the people.'" Do our legislators realize this as a fad > We are are afraid not.— We are afraitl that our own farmers do not. Wo think if they did, that the right of petition would be used much more extensively. This dog law settles the sheep question, and the sneep question is one of tlie greatest moment to the development of our agricultural resources. To say nothing of the profits of these "golden-footed animals" directly, in the valuable products of wool and mutton, they woultl pay their way on most of our farms as fertilizing agents, and as exterminators of broom-sedge, running briers, sasafras, wild ca...

During a late visit to Washington wo became painfully convinced that this great National interest had fallen into incompetent hands. Tho commissioner, Judge Watts, is a genial old gentleman, whose personal and social qualities are highly spoken of, but it is the general conviction that he has out lived the period in which he can successfully manage such an institution. He is of the old school of Pennsylvania farmers, and has kept himself pretty well posted in the practical branches of agriculture. He is, however, entirely without ofiicial experience, ami has delegated the main portion of his duties to his chief clerk, a man of a few months experience in the Department, who conceives the highest manifestation of dignity to assist in rendering himself as disagreeable as possible to every person with whom he comes in contact.
