MELBOURNE BUILDING REGULATIONS. The Victorian Institute of Architects has circu larised Melbourne metropolitan municipal councils as regards the necessity of adopting uniform build ing regulations. The Institute suggested that, in order to efficiently deal with the plans of the larger buildings, a board of reference should be appointed by the suburban municipalities, whose work should be in that direction and supplementary to the work done by the municipal officers.

NATIONALISATION AS A REMEDY. The industrial disruption of the last month makes us realise the wisdom of N.S.W. Minister Griffith's affirmation of some time ago, that nationalisation is not the solution of the industrial problem: Every private employer has had his customary crop of trouble, but it has been of minor importance com pared with what the Minister has had, and is still, having, to endure. Combined with a serious strike at that notoriously wasteful concern (the brickworks) there have been complaints, numerous and various, regarding the complete system of nationalisation. Even day labor — the summit objective of trades unionism — has failed to escape the sword of censure that has been swung in all directions. The Minister has been accused of 'playing into the hands of the capi talists,' 'dodging the issue,' and sundry other mis-, demeanors. THE ARCHITECT'S CERTIFICATE. A Point at Law. The Full Court (N.S.W.) recently delivered its reserved judgment in the appeal arising out of the action in Avhich W. R. T. Cox was the plaintiff and Thomas Johnson the defendant. Judge Sly, in delivering the judgment of the Court, said that the plaintiff was a builder, and entered into a contract in writing to build a house for the defendant, and to such contract was attached certain conditions and specifications. Under the contract the plaintiff was to be paid on the certifi cate of the architect, and according to the case of the plaintiff, one of the conditions attached was an arbitration clause — in case of dispute, an award under such clause was equivalent to a certificate of the architect. Plaintiff claimed that he had com pleted the building, but the architect refused such a certificate, and so disputes arose, and ah arbitra tion was held under such clause — though the de fendant refused to join in such arbitration — and he obtaine...

CUT-THROAT COMPETITION. Perusal of a batch of tenders recently lodged for electrical supplies revealed the existence of cut throat competition in its worst form. The prices in some instances were nothing short of ridiculous. Electrical fittings were quoted at nearly less than landing cost. The prices for lamps proved that some people arc making an extortionate profit out of those articles, or that some other people are tak ing the quick route to the bankruptcy court. And, when we come to think of it, there have been a few callers at that seat of jurisdiction of late. We do not suggest that there should be any 'un- derstanding' to keep the price up, nor collusion of any character. Let there be healthy competition. But it is unfair that firms which have had a hard fight to establish electricity in its present position of favor, and which have no inclination towards bankruptcy, should be under-cut by others who can't possibly do it at the price, and, commercially speaking, keep afloat....

(N.S.W.) :— The Good Roads Association appears to be still harking after boards of advice, etc. The usual point of Finance is still missed. Shire councils and their engineers are quite capable of carrying out sound work if there is sufficient money. It is very clear that the advent of the motor-car has opened the eyes of the city people to the ereneral conditions of the country and its resources. They have found that the roads some distance from 'Sydney 'are 'not as good as those in the Centennial Park, which, years ago, was the resort of all wheeled traffic. 'Hinc illae lacrimae'! JOHN SULMAN, F.R.I.B.A. John Sulman, F.R.I.B.A., the first President of the first j Town Planning Association in Australia, is a recognised authority on 'the new science,' an it is called in its later day application. That recognition not only holds in Aus tralia, but in parts of the world where town planning is ? firmly established. 'ARBITRATION' IN N.S.W. ' Why Not More Conciliation? The N.S.W. Labor Government -has built up an elaborate, system of arbitration strictly for show purposes. Now, according to Minister Estell, some further ornamental additions are to be undertaken. Here are the plans : — 'The Government intends to do away with per manent wages boards as constituted at the- present time, but it also proposes to establish a system of appointing boards to deal with any particular dispute as it may arise in any industry. These boards will be given the power to make an interim award, which will have the force of law — but it must be ratified by the Arbitration Court ?.subsequently.
