Deeply fls they regret the discov ery thnt corruption exists in the excutive department in Washington, republicans here, and probably throughout the country, are rejoiced that President Roosovelt litis had the courage to probe to the bottom one government department and row contemplates the thorough in vestigation of another. There is in some quarters an impression thnt the control of the reins of govern ment by one of the great parties, beyond a limited time, inevitably results in dishonest administration nnd the time is not remote when the domocrats gained a national victory with the slogan "Turn the rascals out." That thoy might have done so again had there been any lack of earnestness on the part of the pres ident in investigating the postofllco department is admitted by the wiser republican politicians, but it is ap preciated now, even by t...

Reports received recently from Bogota, to the effect that the Pana mn canal treaty will not be ratified without amendment, are causing tlie president and the friends of the Panama cannl no little anxiety. President Roosevelt, as do most, persons sincerely in favor of a canal and fRtniliar with all the conditions, regard the Panama route as by odds the most desirable for an inter oceanic canal and op to this time it has been belie ved that President Marroquin would find a way to ef fect the ratification of the treaty. It now appears that the representa tives of the transcontinental tailway companies have been doing yooman's work in Bogota and have succeeded In pursuading the Colombians that the treaty, as framed and ratified by the United States, will pro.ve Inimical to their interests. Cable communication Is again established between the United States and Bogota, the capital of Colombia, but the first news re ceived from that point in several weeks is by no means encouraging for the ratification of the Panama canal treaty and the advocates of the Nicaragnan route are much en couraged. No tost vote has been been taken in the Colombian con gress, but in committee a large number of amendments were adopt ed by a vote of J 7 to 2 and the two members who voted negatively are in favor of the entire repubiation of the treaty. Senator Cullom has been in "Oyster Bay in conference with the president regarding the possibility of getting the acceptance of tho treaty by the senate in its amended form and he plainly told the president that he believed there was little likelihood of the senate's sanctioning any canges in the con vention. As part of the general schome to bring discredit upon Presidout Roosovolt's ndminUtratton, two New York papers have, within the past week, given great prominenoe to articles sadly at varianoa with tlio facts but likely to be very generally cironlated and believed. The first of these appears In an ostensibly republican paper, but one dominated by Wall Street Interests and pledged to defeat the nomina tion of Mr. Roosevelt at the next convention if 'that be possible. These stories, which bear every semblance of troth, are to the effect that the president has inaugurated a systematic investigation of the relations between union labor and the employes of all the executive departments of the government with a view to discrediting organiz ed labor. These stories are, however, entire ly withont foundation as the presi dent has not, nor does he intend to order such an investig...
