The Convention of Agriculturalists called by Mr. Watts, the United States Commis sioner, to meet in Washington and confer with him upon topics of interest, is now in session. Considerable divergence of opin ion seemed to exist as to the prcciso work to be done. An organization, however, has been made, and Dr. Loring, of Massa chusetts, president elect, delivered an ex cellent address, an outline of which wo print to-day. No precise definition of business having been given in the circular which called tho conference, some waste of time is very likely to occur. The matter of additional land grants to the agricultural colleges, has thus far been very prominent. We are wholly opposed to any more land grants. We want the land saved for homesteads, to bo sold only in limited quantities to actual settlers. But the avails of these lands may very properly be applied in part to agricultural education. During a late visit to Washington wo be came painfully convinced that this great National interest had fallen into incompe tent hands. Tho commissioner, Judge Watts, is a genial old gentleman, whose personal and social qualities are highly spoken of, but it is the general conviction that he has out lived the period in which he can successfully manage such an institution. He is of the old school of Pennsylvania farmers, and has kept himself pretty well posted in the practical branches of agricul ture. He is, however, entirely without of iicial experience, ami has delegated the main portion of his duties to his chief clerk, a man of a few months experience in the Department, who conceives the highest manifestation of dignity to assist in render ing himself as disagreeable as possible to every person with whom he comes in con tact. In looking over your paper for several weeks past, and seeing the efibrt you aro making to have our present Legislators give us a dog-tax law, or, of you plesso to call it, ashcep and wool-raisers' protec tion, agrees with my views exactly. Four years ago, when 1 bought and moved into this county, Botetourt, some of my friends in my native State, Maryland, advised mc to gf> to sheep and wool-raising, having such a large boundary of land not in con dition to commence cropping wheat on ac count of there being too much blue grass sod, and fences so out of repair. 1 saw tire importance of such a move and at once commenced to consult with some of the best farmers of the county on the subject; but they discouraged mc to a man.
