A thorough investigation of the Bourgogne disaster will be made at once. It is said now that Blanco is to blame (or the disaster to the Spanish fleet, as the captain-general ordered Cervera to take his ships out of Santiago harbor. The dismantled Spanish cruiser Reina Mercedes, while attempting to escape from Santiago harbor, Thursday, was sunk by the Massachusets and Texas. Word has reached San Francisco that the second Manila expedition arrived at Honolulu June 23 and sailed for Manila the following day. All were well and they were royally entertained by the Hawaiians. The wounded men brought to Key West on the Iroquois are housed in the hospitals at Key West. All are doing well, and many are already able to be up and about, and none are in danger. REG01M IN TAXATION. N There is a cvying need in Oregon for a reform in the methods of the assessment and collection of taxes. The laws upon the statute books were enacted when the common wealth was young, when different conditions existed among its people :and when the matter of taxation thad not become so burdensome as it now has. The laws upon the assessment of taxes could be reformed by the adoption of the precinct assessor , system, as is already in force in many of the states. The advant ages of this system are many, among the principal ones of which are uniformity of valuation, the finding and assessing of all of the personal property, and the absolute impossi bility of the escape of any real -property from taxation. In the matter of the collection of taxes there is great room for re form. Under the present laws the tax rolls of a county are turned over to the sheriff some time in February, and are supposed to be turned in delinquent on the first Monday in April, giving anywhe...
