Every news^^paper reader remembers how the Dem^^ocratic press took up thecharge made^by Congressman Springer and other^Democratic members of the house,^when Mr- Foster's report of the condi^^tion of the treasury and his estimate^of its condition at the close of the^present fiscal year was submitted to^congress last December.
